On March 1, 2008, restrictions regarding the use of cell-phones while driving went into effect in New Jersey.  Despite the regulations (and nearly 225,000 citations issued by NJ law enforcement officers) 3,610 accidents and 13 deaths involving drivers on cellular phones have occurred. Officials believe that the regulations will eventually work, but stress that law enforcement officers must stay vigilant and should make sure to issue citations with enough frequency to make sure drivers are aware of the rules.
